The RM of West St. Paul does not operate its own library, but Council approves a reimbursement of up to 50% of the annual membership fee for one of the following partner libraries. This program is available to RM residents each year.

Located in Selkirk — serves the Interlake and surrounding areas.

Local community library serving Stonewall and surrounding municipality.
How to claim your reimbursement
- Purchase a library membership at one of the eligible libraries above
- Keep your original receipt
- Submit the completed voucher form and original receipt to the Municipal Office at 3550 Main Street
- Receipts must be submitted no later than January 15 of the following year
- Allow approximately 4 weeks for processing
The RM partners with Wheelchair Services of Manitoba under the Province of Manitoba's Mobility Disadvantaged Transportation Program (MDTP) to provide shared-ride, door-to-door transportation for residents who cannot use conventional transit due to a mobility impairment or visual disability.

How to apply
Complete an application form to verify eligibility. Approved users receive a user card and number. Drivers physically assist passengers from ground-floor doorways to the vehicle.

🗑️ Cart Placement Rules
Place cart with back wheels at curb, lid opening toward the centre. Leave one arm's length of clearance. Carts must be out by 7:00 AM on collection day.
🌿 Yard Waste Guidelines
Use brown paper bags, cardboard boxes, or open reusable containers (max 22 kg). Branches: tied, under 1m long, max 10cm diameter. No plastic bags accepted.

By-Law 2019-08 governs animal control regulations in the RM, including leash requirements, prohibited breeds, and enforcement procedures.

The RM of West St. Paul is protected by a paid on-call Fire Department. Members train every Monday evening to maintain readiness and certification.

The RM of West St. Paul maintains an annually reviewed Emergency Plan with clear roles, response guidelines, and coordination with neighbouring emergency responders. The plan prioritises life protection, property conservation, environmental safety, and restoration of essential services.

Preparedness Resources (Provincial)
Private sewage disposal systems in the RM of West St. Paul are regulated under the Manitoba Environment Act. Authorization must be obtained before any installation or modification of septic tanks, holding tanks, or septic fields.
Permit Requirements
All septic holding tanks or fields require authorization from the Province before installation. Contact Manitoba Environment to begin the permit process.

The West St. Paul Citizens on Patrol Program (COPP) is a community-based safety initiative where trained volunteers patrol neighbourhoods and report suspicious activity to the RCMP. COPP members are not law enforcement — they observe and report.
